No, this is not normal. Trump (with family & org) sued the IRS over a 2019 tax leak by a convicted contractor. Settlement included a ~$1.8B fund (later scrapped under backlash), apology, and a permanent DOJ order forever barring IRS audits/exams on their past returns. A federal judge ruled it was a collusive scheme to manufacture court legitimacy for special immunity and taxpayer money. She sanctioned the lawyers, referred them to bar associations, and quoted “Facts are stubborn things.” Average citizens cannot secure lifetime IRS immunity or billion-dollar funds this way. The court treated the deal as improper precisely because it isn’t standard.
