The Kobalt 20-gal totes are ~23.5" L x 18.5" W x ~14" H (lidded). The CyberTent (Basecamp) installs raised on brackets in the bed's L-track with ~15" clearance underneath when deployed, leaving 2/3 of the bed available for cargo. Yes, these should fit under it just fine without interfering.

@B_doong2daddy $420 for a windshield yearly or over $2k without insurance. Tires not so much. You can get it from Discount Tires for a one time fee.
