In recent weeks I've been talking with President Trump's administration about my effort to extend the moratorium on regulations that could cripple our state's iconic lobster industry. Today, we got word that he will support my bill. The need to protect this key Maine industry knows no party. I’m grateful for the President’s support for Maine’s lobstermen and hopeful that my colleagues in the House will join me in quickly passing this bill into law.

Today is International Workers Day and I’m celebrating by working to strengthen the collective bargaining process to ensure union workers don’t have to wait to get the fair contracts they deserve. Today, a loophole in federal labor law means that even after workers vote to form a union, the fight’s not over. Companies drag their feet on negotiations, hoping to break the union. On average, it takes 458 days to obtain a first contract. That’s far too long. The Faster Labor Contracts Act would establish clear deadlines for a first contract, and guarantee mediation and binding arbitration if the deadlines aren’t met. That will incentivize good-faith negotiation on a fair timeline. I’m a co-sponsor of this bill and I just signed @DonaldNorcross's Discharge Petition to start the process of forcing the Speaker to give us a vote on the floor. Solidarity Forever.

Veterans should be able to get the care they need right here at home. So I have fought for years to create Maine’s first in-patient substance use and mental health treatment for veterans at Togus. When the facility finally opened last weekend, it was a victory more than a decade in the making. I’m proud of everyone who has been part of this effort, including the veterans who advocated for themselves, the elected officials in Maine and DC who joined my push for state-based care, and the VA staff who will continue to provide critical care to our veterans and their families.

This is shameful. Workers at Portsmouth Naval Shipyard work every day to help keep our country safe — including during the government shutdown last year when they worked without pay for more than a month. Now, the thanks they get is to have their contract torn up by a presidential executive order. It’s wrong. We passed my bill, the Protect America’s Workforce Act, in the House to protect and restore federal workers’ union contracts. I voted against the House GOP's DHS dodge. For more than a month, the DHS shutdown has caused chaos at airports as TSA agents have gone without pay, while our Coast Guard and emergency agencies are undermined without funding from Congress. I have voted for every other bill to fund DHS since before the shutdown began, and I remain open to any serious proposal with a real path toward becoming law. I see no reason to believe this 60-day stopgap will pass the Senate anytime soon, so I could not support the House GOP’s effort to keep kicking the can down the road. The Senate passed a bipartisan compromise that ensures funding for every agency in DHS for the full fiscal year. It’s time for House Republicans to take the deal.

Today, I voted against a War Powers Resolution that would have forced an immediate end of military operations in Iran. Here's the full statement I just sent to press: The president has not provided sufficient clarity for why this action was necessary at this exact moment. But servicemembers are actively engaged in hostilities, our allies are under attack and the Iranian regime is more desperate than ever to reassert its power. While I do not believe that an abrupt about-face is a good course of action given the reality on the ground, that should not be construed as my approval. While conflict requires that we remain flexible to shifting circumstances, at this time I would not support Congressional authorization or funding for sustained combat operations. The president has so far acted within the authorities given to him by Congress through the War Powers Act of 1973. He has been briefing Congress, and he has 60 days to make his case for ongoing operations. This is not an illegal war — but it could become one. There are reasonable constraints Congress should impose. I urge my colleagues to join me in passing the Resolution I have introduced with Congressman Josh Gottheimer, which would cut the president’s authorized timeline for military action to 30 days and prohibit the deployment of ground troops outside the context of search-and-rescue or intelligence gathering. A month is plenty of time for the president to make his case to the American people — and for Congress to weigh in.

It’s regrettable that negotiations to halt Iran’s nuclear program have stalled. Having made the decision to use his Article II powers to initiate these strikes, President Trump is now required by the War Powers Act to consult with Congress within 48 hours. The president must brief Congress and the American people to justify his decision and clarify the administration’s goals. At this time, my chief concern is for the safety and well-being of the men and women serving the United States in the region. I appreciate their service and pray for their safety.
