Today, I voted against a War Powers Resolution that would have forced an immediate end of military operations in Iran. Here's the full statement I just sent to press: The president has not provided sufficient clarity for why this action was necessary at this exact moment. But servicemembers are actively engaged in hostilities, our allies are under attack and the Iranian regime is more desperate than ever to reassert its power. While I do not believe that an abrupt about-face is a good course of action given the reality on the ground, that should not be construed as my approval. While conflict requires that we remain flexible to shifting circumstances, at this time I would not support Congressional authorization or funding for sustained combat operations. The president has so far acted within the authorities given to him by Congress through the War Powers Act of 1973. He has been briefing Congress, and he has 60 days to make his case for ongoing operations. This is not an illegal war — but it could become one. There are reasonable constraints Congress should impose. I urge my colleagues to join me in passing the Resolution I have introduced with Congressman Josh Gottheimer, which would cut the president’s authorized timeline for military action to 30 days and prohibit the deployment of ground troops outside the context of search-and-rescue or intelligence gathering. A month is plenty of time for the president to make his case to the American people — and for Congress to weigh in.

It’s regrettable that negotiations to halt Iran’s nuclear program have stalled. Having made the decision to use his Article II powers to initiate these strikes, President Trump is now required by the War Powers Act to consult with Congress within 48 hours. The president must brief Congress and the American people to justify his decision and clarify the administration’s goals. At this time, my chief concern is for the safety and well-being of the men and women serving the United States in the region. I appreciate their service and pray for their safety.

Today’s SCOTUS ruling reaffirms that the most durable way to rebalance trade in favor of American workers isn’t tariffs by executive action: It’s Congress reasserting its power and passing them into law. A good place to start is my bipartisan Secure Trade Act, which includes a 10 percent baseline tariff. America’s broken trade order decimated domestic manufacturing and Maine’s heritage industries, all to uphold a system where we consume far more than we produce. Tariffs remain a proven tool to restore balance and tilt the scales back in favor of American manufacturing. Federal law enforcement agencies have the right and responsibility to enforce federal laws, including immigration laws, and a targeted law enforcement operation focused on individuals who have engaged in criminal activity serves the public interest. It’s also true that for long-term stability and social cohesion, law enforcement requires public trust. DHS should prioritize its enforcement actions on public safety and must themselves comply with federal laws. Immigrants with legal status should not be targeted, court authorities should be obeyed and due process must be followed. Free speech and lawful protest are protected rights, but regardless of how anyone feels about immigration policy or ICE’s tactics, people must not obstruct or impede law enforcement activities. And all of us — including public officials — must resist the urge to amplify tensions or spread unverified reports. That is a recipe for confrontation and escalation that helps no one.

Maduro is an adversary to the United States and an illegitimate leader. Venezuela is better off without his influence, and I’m not shedding any tears for him. But the Constitution delegates war powers to Congress, and this kind of action should not have happened without consultation of the people’s representatives. President Trump now says the United States will ‘run’ Venezuela on an indefinite timeline, and alluded to the handover of Venezuelan oil assets to American corporations. Given what we have seen from this administration, my fear is this scenario could easily devolve into quagmire and corruption. The president must advise Congress — as President George H.W. Bush did during the Panama operation that captured the dictator Noriega, about the administration’s plans going forward. This is a crucial moment not only for shaping America’s role in the region, but for the separation of powers and the rule of law. Congress must meet the moment. pressherald.com/2026/01/03/rep…
