Japan adopted Arabic numerals in 1872, defeated Russia in 1905 and today Japanese second graders are expected to master multiplication. Since 1981 Saudi Arabia education spending has been its second largest government outlay and as a percentage of GDP has averaged 6.27% for the last 40+ years, far higher than many OECD countries. Yet Saudi Arabia's academic PISA math score is 373, its share of low achievers is 73% and its share of top math performers is zero. the country's PISA results are very low and similar to poor Arabic countries like Morocco and Jordan. This is why other oil rich, but human capital poor, Arabic countries like the UAE and Qatar retain Western expatriates to maintain a 1st world society since Arabs cannot.
