🚨EXCLUSIVE - REFORM UK HERTFORDSHIRE COUNTY COUNCIL ELECTORAL FRAUD, BULLYING AND MORE SCANDALS UNCOVERED: MASSIVE THANK YOU to @Peter7416326102 for whistleblowing and providing me this exclusive information. A Councillor who doesn't want to be a Councillor: -Cllr Anthony Owen and Cllr Tony Hill were elected in May 2025 as County Councillors within the Borough of Broxbourne, onto Hertfordshire County Council. Cllr Owen represents Goffs Oak and Bury Green, while Cllr Hill represents Flamstead End and Turnford. -Since being elected, Cllr Hill remained absent from his position, only attending two full council meetings, the first meeting took place after the election and the second meeting was in November 2025, under threat by Cllr Owen. -Cllr Anthony Owen forged the signature on Cllr Tony Hill candidate application forms for the Hertfordshire County Council in May 2025. This was witnessed by Reform UK's Broxbourne Branch Chairman and Agent Hamish Haddow in April 2025. Reported within, but mismanaged: -Hamish Haddow then sent an email to Reform UK's Regional Manager for East Hertfordshire and Bedfordshire, Dave Holland, regarding Cllr Owen forging Cllr Hill's signature on his candidate application forms. Mr. Haddow appears to, however, not report the incident directly and he submitted the fraudulent application forms to the Electoral Commission. Mr. Holland also failed to take action once he became aware of the incident. Candidate selection deception fraud: -In June 2025, an attempt was made by Cllr Owen to take money by deception. Cllr Owen approached Ms. Gayle Ward, who came second for Reform UK in the same County Election, for Hertford Rural. Cllr Owen discussed candidate selection with Ms. Ward, despite the fact Cllr Owen had no authority to select candidates for Reform UK. Cllr Owen asked Ms. Ward for £150.00 which would be payable upon becoming a candidate at the next Hertfordshire County Council election. Cllr Owen had also been suspected to have made multiple attempts using the same method - it's unknown how many other people were approached. -Ms. Ward approached Jo Belsey, Secretary of Reform UK Branch Herts and Stortford to confirm if the request was legitimate, who confirmed it was not. After Mr. Haddow and Mr. Holland communicated again, no action was taken over this incident. In addition, no action was taken when this was reported to Tom Waterhouse, Fraud Officers at Broxbourne Borough Council and Hertfordshire County Council. Impersonation: -Cllr Hill's laptop was under the possession of Cllr Owen who was 'impersonating' Cllr Hill, where he would engage with his constituents and perform duties. Cllr Hill apparently agreed to be complicit in this fraud until April 2026. -With Cllr Owen performing Cllr Hill's duties, this meant that GDPR was breached, with constituents not being aware they were speaking to another Councillor. The issue was raised with the ICO but they referred it back to Hertfordshire County Council, who found no issue and no action was taken. The IT Issue and possible security breach was not investigated, with Cllr Owen and Cllr Hill's laptops not investigated. Bullying and further allegations: -Cllr Bainbridge allegedly engaged in consistent bullying and coercive behaviour of other Councillors. He ensured all Councillors stayed silent according to HQ's remit. -Cllr Owen raised funds in an event for the Reform Broxbourne Branch. However, no funds were received by the Broxbourne Branch. -Cllr Hill's resignation letter was withheld and remains so. This decision was taken in part by Cllr Owen, Cllr Bainbridge (Leader of Reform Group Stevenage, County Councillor for Old Stevenage) and Dave Holland. Response from Reform UK Stakeholders: -Jaymey McIvor and senior stakeholders at Reform UK were made aware of these issues to varying degrees. They chose to ignore these allegations they were presented with and did nothing. -By-elections have been prevented from happening in the areas Cllr Owen and Cllr Hill had been representing. Cllr Owen had been involved in these actions while Cllr Hill had been absent from duties. Further Analysis: -Reform UK had been calling foul play in the Gorton & Denton parliamentary by-election, but this is hypocrisy seeing this case and the background of it. The credibility of the Councillors in this case has shown complete contempt for electoral law, decency and serving their Hertfordshire constituents. -The emails show how underqualified the DS is with understanding the Electoral Law. The Electoral Commission stated that the case had been made and should be forwarded to the CPS / Director of Prosecutions on 5th February 2026. No evidence has been forwarded as of yet and no request has been made to have the signatures on the application forms examined against a legal document of Cllr Hill. -Cllr Owen is involved with Broxbourne Borough Elections and that raises concerns. The corruption continues while Reform do nothing but are silently contempt while the Police drag their heels. The system is astonishingly obstructive, as are those working within it. -This case involving Hertfordshire County Councillors massively undermines standards in public life yet again, which taxpayers expect when electing their representatives. The public must be given every detail and have full understanding of this case while these practices exist in their Council. To conclude: -Evidence is attached to this post and thread below which includes screenshots from text messages, emails and statements from the Councillors and Reform UK stakeholders involved. -Please share this story far and wide.
