#VPDNews: Vancouver Police are warning the public that Randall Peter Hopley, who has been convicted of sexual assault and abduction of persons under 14 years, has been released from custody and is living in Vancouver. Hopley, 60, has been released in the community on a recalculated Statutory Release Date, as mandated by law. On his previous Statutory Release, he was suspended due to breaching his conditions. Vancouver Police believe compelling reasons exist to warn the public that he poses a high risk to the public and a high risk to breach his conditions. Hopley is 5’9” and is approximately 175 pounds. He has brown hair and hazel eyes. Hopley is bound by the following court-imposed conditions: ➡️Not to be in, near, or around places where children under the age of 16 are likely to congregate such as daycares, elementary and secondary schools, parks, playgrounds, swimming pools and recreation centres. ➡️Not to be in the presence of any children under the age of 16. ➡️Obey a daily curfew from 6 p.m. to 7 a.m. ➡️Not to have direct or indirect contact with victims or their family members. ➡️Not to purchase, acquire, possess or access pornography or sexually explicit material in any form. ➡️Not to own, use or possess a computer or any technological device that would allow unsupervised access to the internet. ➡️Reside at a designated community-based residential facility approved by the Correctional Service of Canada. Investigators from VPD’s High Risk Offender Unit will work with Correctional Service Canada to monitor Hopley, and ask anyone who sees him breaching his release conditions to call 9-1-1.

#VPDNews: Vancouver Police are requesting the public's help to locate 43-year-old Omid Mashinchi and 40-year-old Amir Navarchi, both wanted Canada-wide in connection with a large-scale drug trafficking investigation. Project Torque began in November 2021, focusing on a kilogram-level drug-trafficking operation that was based in Vancouver, and operating both domestically and internationally. Following a three-year long investigation, six people—including Mashinchi and Navarchi—were arrested and charged. Investigators seized more than 200 kilograms of hard drugs valued at approximately 16 million dollars, along with seven firearms, and $500,000 in cash and jewelry. All six suspects were released pending an ongoing investigation. In June 2024, BC Prosecution Services approved charges and four of the six suspects have since been located and arrested. Both Mashinchi and Navarchi are still at large and are facing the following charges: Omid Mashinchi: - One count of conspiracy to commit an indictable offence - One count of possession for the purpose of trafficking - Two counts of possession of a firearm Amir Navarchi: - One count of conspiracy to commit an indictable offence Mashinchi is 5'7", 165 pounds, and has a medium build. He is known to have a shaved head and wears eyeglasses. Navarchi is 5'7" and 190 pounds. He has a heavy build and short hair. Anyone with information on the whereabouts of Omid Mashinchi and/or Amir Navarchi is asked to call investigators at 604-717-0505.
