The complaint is not the cases are too many (by itself) but that they don’t have the resources (human and otherwise) to dispose of them in time. Mukono has 4 judges and serves the entire area from after Wakiso to before Jinja (including the islands of Buvuma and all). That means each judge has 1,500 cases. Surely they can’t administer speedy justice with those sorts of conditions.

Everytime I see judges complain that they are handling many cases I wonder what could possibly be the reason the courts were set up?

Steven Mubiru, the Resident Judge of the Mukono High Court Circuit, has revealed that the circuit is currently handling more than 6,000 cases of various nature, including civil, criminal, land, and family matters. He notes that the establishment of the Lugazi High Court will come as a major relief, as the caseload will now be shared between the two courts. His master’s thesis examined the role of labour unions in safeguarding employment rights, with a case study on the Uganda National Teachers’ Union.
His research shows that while Uganda has a strong labour law framework through constitutional guarantees, statutory protections, and international conventions, enforcement remains weak. By exposing the gap between law and practice, his work highlights urgent reforms policymakers must addres.
