The web from his case alone ensnared: - SFPUC general manager (4 years) - Building Inspection Commission president (2.5 years) - Senior inspectors and contractors - A permit expediter who paid $1.7 million to settle - Recology executives who funneled bribes through children's charities (probation) 𝗧𝗵𝗲 𝗡𝗼𝗻𝗽𝗿𝗼𝗳𝗶𝘁 𝗠𝗼𝗻𝗲𝘆 𝗣𝗶𝗽𝗲𝗹𝗶𝗻𝗲 But bribery is only part of the problem. In FY2022, the city handed $1.4 billion to nonprofits with almost no oversight. Some of what turned up: - One homelessness nonprofit CEO allegedly stole $91,000 and misappropriated $1.2 million while selling access to housing - The Dream Keeper Initiative blew $4.6 million on luxury hotels, wellness retreats, and gift cards in FY2024 - Dream Keeper director Sheryl Davis faces 31 ethics charges for steering $1.5 million to a nonprofit run by someone she lived with 𝗪𝗵𝘆 𝘁𝗵𝗲 𝗖𝗶𝘁𝘆 𝗪𝗼𝗻'𝘁 𝗙𝗶𝘅 𝗜𝘁 When your building inspectors take bribes, your trash hauler runs a monopoly slush fund, your DPW chief collects envelopes of cash, and your nonprofits operate without audits or even valid tax status, the corruption is the system. So the city created an Inspector General in 2024 and hired the federal prosecutor who ran the DPW case. Sounds great on paper. But no watchdog fixes a culture where union-funded politicians award no-bid contracts to unaccountable nonprofits who funnel money back into campaigns. Every single person in this article was appointed or protected by the city's one-party government. You can't reform a machine by reelecting the machine. Any party would rot this way without competition. Even when DA Brooke Jenkins charged two officials, Lanita Henriquez and Dwayne Jones, in 2023, it only happened after the FBI had already kicked the door down and the federal probe was public. Name one time SF caught its own corruption before the feds showed up.
