FACT-CHECK: Did Bola Oyebamiji Possess Only an HND Before Enrolling for a PhD Programme? By Ismail Omipidan CLAIM: Allegations circulating in political discussions claim that the Osun APC Governorship Candidate, Bola Oyebamiji, enrolled for a PhD programme using only a Higher National Diploma (HND), without possessing any additional academic qualifications. Background: The allegation suggests that Oyebamiji’s highest academic qualification prior to his PhD enrolment was an HND, thereby questioning his academic eligibility for doctoral studies. The claim has gained traction amid heightened political activities and public scrutiny of candidates’ credentials. Ordinarily, admission into a PhD programme in Nigerian universities requires possession of at least a relevant Master’s degree. The controversy, therefore, centres on whether Oyebamiji holds qualifications beyond an HND. Verification: To ascertain the veracity of the claim, I reviewed publicly available biographical records, professional profiles, and credential disclosures relating to Bola Oyebamiji. Findings confirm that while Oyebamiji obtained his Ordinary National Diploma (OND) and Higher National Diploma (HND) in Banking and Finance from The Polytechnic, Ibadan, his academic progression did not stop at that level. Further checks reveal that he earned two Master’s degrees, a Master of Public Administration (MPA) from Lagos State University, Ojo, and a Master of Business Administration (MBA) from the University of Ado-Ekiti (now Ekiti State University). In addition to his academic qualifications, Oyebamiji became a member of the Chartered Institute of Bankers of Nigeria in 2009 and is a Fellow of professional bodies including the Institute of Chartered Economists of Nigeria and the Association of Enterprise Risk Management Professionals. His professional career also reflects a longstanding trajectory in the banking sector prior to public service. He began as an Assistant Manager at Wema Bank Plc in 1989, later joined Trans International Bank where he rose to Principal Manager and headed the Lagos Region before exiting in 2003. He subsequently worked at Spring Bank Plc as Head of Business Development and later at Enterprise Bank as Head of the Retail Business Unit. In 2012, he was appointed Managing Director of Osun State Investment Company Limited (OSICOL). There is no evidence supporting the claim that Oyebamiji’s highest academic qualification is limited to an HND. Conclusion: Findings show that Bola Oyebamiji holds two Master’s degrees in addition to his OND and HND qualifications. The claim that he enrolled for a PhD programme with only an HND is inaccurate. Verdict: Misleading - Bola Oyebamiji possesses two Master’s degrees and meets the academic requirement to be a PhD candidate.

A moment ago, I received a framework for the establishment of State Police as part of efforts to decentralise policing in our beloved country, the Federal Republic of Nigeria. The Inspector General of Police, Olatunji Rilwan Disu, through the Chairman of the Nigeria Police Force committee on State Police, Professor Olu Ogunsakin, submitted the framework to me, as the chairman of the Senate Committee on the Review of the 1999 Constitution, in my office at the National Assembly, Abuja. Titled "A comprehensive framework for the establishment, governance and coordination of Federal and State Police," the framework, according to the IGP, covers the views, professional insights, and strategic recommendations of the NPF, derived from extensive consultations and a careful assessment of the operational, legal, and administrative implications of instituting State Police in Nigeria. I commend the IGP for his proactiveness on the establishment of the state police in line with President Bola Ahmed Tinubu's agenda to fully secure the country. Under my chairmanship, the Senate Committee on the Review of the 1999 Constitution will look at the framework, along with all other memos submitted to it, for the review of our country's grundnorm.

CORPS MEMBER RENOVATES FIVE-UNIT TOILET FACILITY AT GGDSS SAMARU In a bid to improve sanitation and promote a healthier learning environment, a corps member, Peace Dibal Yohanna (ZM/25A/0024), has renovated an abandoned five-unit toilet facility at Government Girls Day Secondary School, Samaru, in Gusau Local Government Area of Zamfara State. At the commissioning ceremony held on Tuesday, the State Coordinator, Mallam Muhammad Lawan Ahmed, commended the corps member for the laudable project, noting that it aligns with the core values and objectives of the NYSC scheme. The Coordinator, who was represented by the Zonal Inspector, Gusau, Mallam Mustapha Waziri Danjuma, highlighted the importance of Community Development Service (CDS), emphasizing that corps members undertake projects to address pressing needs in their host communities. He urged the school management and students to ensure proper maintenance of the facility. Mallam Ahmed further appreciated the school administration for its support and thanked the sponsors for their roles in the realization of the project. Earlier, the project initiator, Miss Peace Yohanna, expressed appreciation to her sponsors and fellow corps members for their financial and moral support. She recounted the experience that inspired the project, stating: “Upon my posting to this school, I once needed to use the restroom but it was not in good condition. Immediately, I knew something had to be done.” Yohanna explained that she engaged relevant stakeholders and sourced funding to address the challenge, which led to the successful completion of the facility. The Principal of the school, Hajiya Hauwa Nafaru, expressed gratitude to the corps member for executing the project. She assured that students would be properly sensitized to make good use of the facility. One of the project sponsors, Mr. Olorunfemi Emmanuel, commended her resilience and determination, noting that supporting the project was both necessary and impactful, given its significance to the school community. Dignitaries present at the ceremony included community representatives led by the Hakimin Samaru, Alhaji Aminu, members of the school management, teachers, corps members, and students.
