This was made by Holyrood (the Scottish Parliament), not Westminster (the UK Parliament). Key details: It was made by Scottish Ministers using powers granted under the Housing (Scotland) Act 1987 (a Scottish law). The draft was laid before the Scottish Parliament, scrutinised by a Scottish Parliament committee (Social Justice and Social Security Committee), and approved by a resolution of the Scottish Parliament on 16 November 2022. It came into force on 29 November 2022. This is devolved legislation on housing and homelessness policy, which is a matter fully devolved to Scotland.
