Not to be political, but this is called a “Knife Hand” in the military. It’s mostly a Marine Corps thing (which is where VP Vance got it), but every branch uses it to some extent. It has various meanings. It may be used to point to something, but more commonly is a gesture used to show discipline; the point being made is important, please pay attention, this is serious, etc.. It can also be used to correct someone; discipline may be incoming if you don’t start paying attention. Gen Mattis was kind of famous for his knife hands. Again, not to be political & I don’t want to argue it, I just want to share information that some of you may not know.
