This month, I started my new role as Communications Director for DC Councilmember Brooke Pinto, Chairwoman of the Committee on Judiciary and Public Safety. 2024 was marked by great progress: violent crime is down 35% from last year & 911 call services significantly improved.

Today, we wrapped up the Judiciary Committee's work for the year and I am so proud of all of the progress we have accomplished, together. No matter what neighborhood you live in, work in, or visit, you have the right to be safe in our city. I know that the work continues in 2025 to ensure this reality is true for everyone. A few major highlights: ✅ Violent crime this year was the lowest it has been in 20 years (MPD started recording this data 20 years ago). This follows the most violent and deadliest years we had had on record just last year. ✅ OUC is now answering 91% of calls within 15 seconds or less (up from 62%), has only 6 call taker vacancies (down from 36), & has had zero tech outages or incidents since new tech improvements implemented in August. ✅ ONSE has a new permanent Director to focus on our violence interruption efforts for the first time in almost 2 years and has committed to in house grant management and follow up. ✅ DOC is offering healthier food options at the DC Jail and we have improved health outcomes for residents and pregnant women who are serving sentences. I remain ever optimistic that through thoughtful problem solving, commitment to collaboration, and indefatigable work ethic collectively across our government and communities, that we can drive towards a city where we can all be safe and live in peace.

Two years since my bill, Secure DC, was signed into law. Secure DC included more than 100 public safety interventions that enhanced crime prevention, crime accountability, and government coordination and oversight – and we are seeing the results. While I am tremendously proud of the progress we have made to keep DC safe, we must ensure we continue to fight for local control of our safety and sustainable peace for all in our city.

Today, the Council unanimously passed my bill to provide transparency and accountability to what is happening in our streets by federal agents. When a federal officer engages in a serious use of force, the public has a right to see that footage. Today, I introduced a bill to enhance transparency with use of force incidents involving federal agencies by requiring the release of Metropolitan Police Department (MPD) body-worn camera recordings and incident details of federal agencies using force that occur while MPD is present. Thank you to @ChairmanMendelson for co-introducing this bill which does a few things: * Requires the public release of MPD body-worn camera recordings of all officer-involved deaths or serious use of force incidents as well as the names of all officers involved when available and a description of the incident. For body-worn camera recordings involving an officer-involved death, the decedent’s next of kin must provide consent for the footage to be released. For recordings of a serious use of force incident, the alleged victim or guardian if the victim is a minor must consent to its release. * Requires that MPD’s public database of MPD body-worn camera recordings and names of all officers directly involved with an officer-involved death since January 1, 2026, include names of directly involved federal law enforcement officers, as available. * Requires a roll call record of all federal agents in attendance at daily MPD roll call to provide transparency with MPD joint patrols with federal agencies. Our local Metropolitan Police Department works hard every day to protect the public and maintain community trust; we must ensure that the public has access to information and transparency when federal agents use force in our city. As the federal interference in the District continues to undermine public confidence, my bill will foster accountability and build safer, more collaborative communities.

It is paramount for fostering informed communities, holding the powerful accountable, and shining a light on verified facts in an alarming age of rapidly spreading misinformation. The Washington Post provides critically important coverage of the nation’s capital for District residents and readers around the world, and I am appalled by the mass layoffs announced today. The loss of local news weakens our democracy and hurts us all. We cannot allow democracy to die in darkness.

As we continue to face freezing temperatures and brace for potentially more snow, it is clear the local DC government needs to do a better job at ensuring our streets and sidewalks are safe for all passage and communicating updates with residents. I also want to highlight the impact the federal government has on our snow emergency response:  ❌ Congress took more than $1 billion from our local budget last year, which led to hiring freezes and impacted our ability to hire more DPW workers to clear snow.  ❌ In the fall, the Council decoupled our taxes from the federal government to balance our budget. But next week, Congress is voting to undo the decoupling, which would cost DC $800 million. We urge Congress to reject this harmful proposal.  But there are ways the federal government can help:  ✅ We have requested assistance from the National Guard troops who are already in DC to help with snow removal. The National Guard can and should help clear our roads, sidewalks, corners, and bus stops.

Today, I proudly introduced a bill to reform our child support system to make sure child support payments are fully going into the pockets of the families they are intended to help. Currently, families who receive Temporary Assistance for Needy Families (TANF) benefits only get a portion of child support payments they are owed because the rest goes to the District and the federal government to pay for operational costs for TANF. The Child Support Improvement Amendment Act changes that to make sure these families in need receive the full child support payments. I just left a briefing with important updates to share with you from the Executive on the ongoing snow emergency as we deal with freezing temperatures. While I appreciate the hard work of District workers, the government’s response has fallen far short of what DC residents deserve. I know many residents are understandably angry and disappointed over streets that still need to be cleared and sidewalks that are impassable. We need clear communication and better coordination. Here’s what you need to know: * New heavy equipment started being used last night for snow removal * Crews are prioritizing public safety buildings, 24/7 locations like shelters, government buildings * A lot of alleys will not be passable until next week * Residential trash/recycling/food waste collection is going to be very delayed due to conditions of alleys * DPW is working on ideas to get trash from alleys, including deploying leaf crews not on snow removal to assist * Tomorrow, we will have a better sense from meteorologists of the impacts of any potential weekend storm * Anticipate DCPS making a call about school tomorrow by 5 p.m. tonight Ongoing snow removal efforts: * 280 plows on DC streets with supervisors checking routes * 90 dump trucks picking up snow piles from corners and moving to RFK parking lots * 30 pieces of heavy equipment loading snow where snow is too high. Starting downtown and moving outward Some good news: * Very few isolated power outages * Gas stations have fuel and grocery stores are starting to restock * 8 Recreation Centers remain on standby but haven’t needed to use any for emergency warming and shelter space * 50 new Snow Heroes joined in the last 24 hours to help seniors and people with disabilities shovel sidewalks – volunteer here: servedc.galaxydigital.com/snow-team/

We must support DC residents who want to grow their families and recognize that all families have their own timelines and paths. My Prosper DC plan includes a bill called the Expanding Fertility Treatment Options Amendment Act which requires health insurers in the District to cover elective egg freezing as a treatment to increase the chance of pregnancy for older patients who may face age-related fertility decline. This is a very expensive treatment that many families can’t afford to pay out of pocket. Let’s get this bill passed to help growing families. Watch below 👇

Today, my office received correspondence from the Metropolitan Police Department regarding the letter I led last month that was signed by every member of the DC Council asking for clarity on MPD’s coordination with federal law enforcement and its crime data collection process. While I appreciate MPD providing a response to our letter about the general state of affairs with federal entities and their ongoing deeper review regarding crime statistics, their response does not provide the detailed information our letter requested and many questions remain unanswered. The Council and the public need answers to these questions to better understand how the last several months have been handled with increased federal presence in our city and to inform where we go from here to ensure the safety of all residents and visitors. I look forward to continuing to work with MPD to get these questions addressed and we will do so during the upcoming performance oversight process and hearing we are holding in several weeks — the Committee, the Council, and the public deserve clarity on these important questions.

The Committee on the Judiciary and Public Safety has received concerning reports including at my December 4th public hearing that federal immigration enforcement is harming many in our immigrant communities and residents understandably want clarity and a strategy to ensure everyone's safety. Additionally, recent reports from the House Oversight Committee and the DOJ allege misclassifications of crimes. Public trust in our local police department is important to our public safety ecosystem and these answers will help the Committee and the public better understand the state of affairs with the federal intervention in our city as we continue to stand up for and work to protect all District residents and visitors. Today’s shooting near the White House is devastating and unacceptable. As the Councilmember representing this area and the Chair of the Committee on Judiciary and Public Safety, I am deeply disturbed and saddened that there was a shooting injuring two National Guard troops. These are public servants and they should not be harmed while doing their jobs. We must be more proactive as a country to get firearms off our streets. I am actively working to get to the bottom of what happened.

Tonight, the U.S. House of Representatives passed two bills that trample on our right to Home Rule, undermine our local public safety system, and disregard our local efforts that have been effectively improving public safety in the District. One bill is the “District of Columbia Cash Bail Reform Act of 2025,” which would bring back a cash bail system. We have not had cash bail in DC for more than 30 years. A person’s ability to pay should not impact their detainment – it should be based on risk of danger to the community, not on financial status. The other bill is the “Common-Sense Law Enforcement and Accountability Now in DC Act of 2025." This bill will undo laws passed by the Council and will get rid of measures to expand the use of body-worn cameras for MPD officers and will disallow the Chief of Police from making her own employment decisions if an officer breaks the law. Local DC officials are best positioned to govern DC – we know our community, and we have passed impactful legislation including my Secure DC Omnibus and Peace DC Omnibus bills that directly address public safety concerns impacting District residents. We have already addressed gaps in our pretrial detention system locally to empower judges to hold individuals charged with violent offenses pretrial. I am urging the Senate to stand with DC and protect our ability to govern ourselves. We know how to do that. These bills now head to the Senate, and I will continue working with our community and colleagues to fight efforts to undermine our autonomy and our safety.

Here in DC, we welcome and uplift everyone. Today, I was honored to reveal the historic marker dedication for William Dorsey Swann – an early pioneer who fought for LGBTQ+ rights in the late 19th century. Swann was a formerly enslaved Black queer man and widely known as the first reported drag queen. I was proud to introduce the William Dorsey Swann Street Designation Act to ensure this street name is honoring a person and a legacy that demonstrates our values of inclusion, diversity, and love. @DCLGBTQ @DCDPR
