We are deeply saddened to share the news of the passing of Hamid Murtada, a dedicated activist, author, and researcher who committed his life to peace, justice, and democracy in Africa. I had the honor of working alongside Hamid during the pivotal transitional period of 2019-2021. Together, as part of a team at International IDEA, we led the program to support a peaceful democratic transition in Sudan. Hamid was the embodiment of sincerity and commitment. He was immensely proud of his work and held a deep, unwavering love for his country. His contributions to the discourse on social change will leave a lasting legacy. May God have mercy on Hamid, grant him paradise, and provide his family and friends with patience and solace during this incredibly difficult time. I am deeply honored to share a new article co-authored with a distinguished group of African constitutional experts: Johannes Socher, Adem Kassie Abebe Dr. Satang Nabaneh and Abdou khadre DIOP. Our piece, on Verfassungsblog "Towards an Endogenous African Constitutionalism: From Colonial Legacies to Reflexive Creolisation?", explores the critical shift away from inherited colonial frameworks toward a legal identity that is authentically African. I was honored to spend three intense and insightful days (Nov 14-16) at the Constitutionalism for Peace conference, hosted by the School of Law at the University of Miami and generously supported by the @HanleyDemocracyCenter. The discussions were exceptionally timely and relevant, covering critical themes across 12 panels, including: "Constitutional Reconciliation after Atrocities" "Finding Long-Term Justice" "Constitutional Protection of Minority Populations" "Political Opposition and Minority Rights" "Truth, Reconciliation, and Constitutional Peace" "The Rule of Law and Constitutional Bargains" A highlight was presenting my paper, “The Federal Solution: Reimagining Governance and Resources Distribution in Post-Conflict Sudan,” as part of the “Finding Long Term Justice” panel. It was a privilege to share my work and engage in feedback with such a distinguished group. The conference brought together leading scholars and constitutional experts from around the globe, representing countries across Europe, Africa, Asia, and Latin America, including Spain, Germany, Sudan, India, Brazil, the US, and many more. The depth of expertise created an unparalleled environment for intellectual exchange. It was a great pleasure to participate in the annual conference of the Arab Association of Constitutional Law, @AACL_MENA in Madrid, Feb26-27, 2025. The theme: The concept of the civil state between the constitution and practice in the Middle East and North Africa. My paper was developed to address the application of the concept in the post-December Revolution period. The concept in Sudan, for historical reasons, has not settled on a precise definition, as it is sometimes in contrast to the military state and sometimes synonymous with secularism and the state's neutrality towards religions due to the effects of the application of Islamic laws during the period of Islamist rule in Sudan.@ANCL_RADC

English version below تناقلت الاخبار اليوم، و السوشيال ميديا السودانية، خبر وفاة العالم الجليل القانوني و الدكتور محمد إبراهيم خليل. في امريكا وسط أسرته و محبيه. عمل الدكتور محمد إبراهيم خليل في ارفع الوظائف القانونية داخل السودان و خارجه، كما شغل مناصب سياسية رفيعة في العهود الديمقراطية في السودان. التقيت به لأول مرة حينما كنت مع مجموعة من الخبراء في القانون الدستوري، و كان الدكتور محمد إبراهيم خليل و الصادق الشامي و علي سليمان و شمينا ضمن لجنة للدستور مع مركز الايام للثقافة و الدراسات. كانت تلك اللجنة بقيادة الصحفي القدير محجوب محمد صالح، و تعقد اجتماعاتها بمقر مؤسسة فريدريش ايبرت (الخرطوم) في الفترة التالية لانفصال جنوب السودان. لترقد روحك بسلام أيها العالم و الفقيه الجليل. Today, the news and Sudanese social media reported the death of the great legal scholar Dr. Muhammad Ibrahim Khalil. In America, surrounded by his family and loved ones. Dr. Muhammad Ibrahim Khalil worked in the highest legal positions inside and outside Sudan, and also held high political positions during the democratic eras in Sudan. I met him for the first time when I was with a group of constitutional law experts, and Dr. Muhammad Ibrahim Khalil, Al-Sadiq Al-Shami, Ali Suleiman and Shamina were part of a constitutional committee with the Al-Ayyam Center for Culture and Studies. That committee was led by the distinguished journalist Mahjoub Muhammad Salih, and held its meetings at the headquarters of the Friedrich Ebert Foundation (Khartoum) in the period following the secession of South Sudan. May your soul rest in peace, great scholar and jurist.

International IDEA @Int_IDEA in Sudan, in collaboration with al-Tareeq Center for Urban Development, organized a series of seminars in Eastern Sudan in the cities of Port Sudan, Kassala and Gedaref. The Al-tareeq Center concluded the last of these seminars on October 24, 2024 in Kassala. This seminar was held under the title: Peacebuilding and best practices for interim constitutions in conflict-affected countries. 25 of young CSOs leaders and activists attended the seminar. International IDEA has succeeded in establishing effective partnerships within Sudan with CSOs including development organizations, cultural centers, think tanks and research centers.
