The terrorists and their sympathizers ignore laws—they smuggle weapons, exploit loopholes, and arm themselves illegally. Meanwhile, everyday Americans in these states are left waiting weeks for a rifle or handgun they might need tomorrow to protect against an activated cell. This cannot stand. The right to self-defense does not stop at state lines, especially when the federal government has confirmed an elevated threat environment tied to foreign adversaries. Therefore, invoking my authority under the Constitution, the National Emergencies Act, and my duty to protect the American people, I hereby declare a national emergency due to the active Iranian conflict and credible threats of domestic terrorism from sleeper cells and affiliated actors.
