this is actually common in union disputes relating to declining businesses. Workers tend to be far more likely to accept conspiracy theories than that there is less money being generated to pay salaries.

Misleading. NYC runs schools, police, hospitals, sanitation, etc, while the Florida number excludes county, municipality, school district, and utility spending. Per capita, NYC is $14,700 and FL all-in is ~$11,000. 35% higher rather than 300%. And wages are ~30% higher in NYC.
