The bringing into force of the powers of the Irish Language Campaigner (who the DUP should never have appointed) requires unionism, in particular those in the Executive, to be extremely robust in ensuring Pol Deeds remains within his extremely limited statutory functions. His ‘standards’ require join-FM agreement, giving the DUP a veto which they obviously should use to block them. His powers to offer non-binding ‘advice and guidance’ is limited to public authorities, as defined in Sch 3 to the Public Services (NI) Ombudsman Act 2016. This advice and guidance has no legal status and is wholly unenforceable. He can do nothing else, but will no doubt seek to push the boat far beyond the moorings of his statutory functions. He must be reined in quickly, and if need be Judicially Reviewed.
