CLASSIFICATION OF CRYPTO ASSETS @SECGov
Virtually any type of security, good, service, right, or interest can be represented in a
digital format as a crypto asset. The developer of a crypto asset can determine the quantity of
units of a crypto asset that will be generated, the parameters for distribution of the crypto asset,
and the functionality (or lack thereof) of the crypto asset, among other things. The developer can
generate crypto assets as fungible units or as non-fungible units.
As such, crypto assets encompass a broad range of instruments
with varying characteristics, uses, and functions. For purposes of this release, we classify crypto
assets into five categories based on their characteristics, uses, and functions: (i) digital
commodities; (ii) digital collectibles; (iii) digital tools; (iv) stablecoins; and (v) digital securities.
Digital commodities, digital collectibles, and digital tools, each as further described
below, are not themselves securities. However, as with any asset that is not a security, a non-
security crypto asset can be offered and sold subject to an investment contract, which is a
security.Stablecoins, as further described below, are a broad category of crypto assets that may
or may not be securities depending on their characteristics. Digital securities, as further described
below, are securities. Given the variations in crypto assets and the constantly evolving nature of
the crypto asset markets, including the underlying technology, there may be crypto assets that do not fall within any of these five categories, as well as crypto assets with hybrid characteristics
that may fall within more than one category.
A. Digital Commodities
A digital commodity is a crypto asset that is intrinsically linked to and derives its value
from the programmatic operation of a crypto system that is “functional,
as well as supply and
demand dynamics, rather than from the expectation of profits from the essential managerial
efforts of others. A digital commodity does not have intrinsic economic properties or rights,
such as generating a passive yield or conveying rights to future income, profits, or assets of a
business enterprise or other entity, promisor, or obligor, but may have certain other rights.

Explosions across Dubai. Ten ballistic missiles and 45 drones intercepted by UAE air defenses overnight. The Ministry of Defence confirmed it. That brings the cumulative total since February 28 to 314 ballistic missiles and 1,672 drones launched at the UAE.
The air defenses hold. The headlines cycle. And underneath the noise, the crisis that will outlast every missile is accelerating in silence.
Lindsey Graham revealed the nuclear trigger hours before the latest barrage. During pre-war negotiations, Iran told Steve Witkoff and Jared Kushner it possessed 460 kilograms of uranium enriched to 60 percent. IAEA pre-strike estimates broadly align at roughly 441 kilograms. There is no commercial purpose for enrichment at that level. The step from 60 to 90 percent, weapons-grade, takes weeks according to Graham’s characterisation. He states that quantity at weapons-grade yields material sufficient for approximately ten nuclear bombs. Trump authorised Operation Epic Fury. The enrichment programme, Graham says, was obliterated.
The programme is destroyed. The war it justified is not over. And the consequences are compounding faster than the missiles.
NOLA urea has surged to $683 per ton, up more than 32 percent from $516 pre-crisis. One-third of global seaborne fertiliser trade passes through the Strait of Hormuz according to UNCTAD. Shipping through that strait has collapsed by 97 percent for non-allied vessels. China has maintained its phosphate export suspension through August 2026 per S&P Global reporting. The two largest nutrient chokepoints on Earth are restricted simultaneously for the first time in modern agricultural history.
FAO projects 100 to 200 million additional people at acute hunger risk within six to twelve months if flows do not resume. Global yield losses estimated at 5 to 10 percent for Northern Hemisphere corn and soybeans. For vulnerable importers the numbers are far worse: Bangladesh 20 to 40 percent, Egypt 15 to 25 percent, Sub-Saharan Africa facing a $90 billion debt wall with no fiscal room for emergency procurement.
Every previous fertiliser crisis left a scar. The 1970s oil shocks tripled fertiliser costs. The 2008 crisis doubled urea prices and triggered food riots. Sri Lanka’s 2021 ban collapsed rice yields by more than 50 percent in surveyed areas per USDA. The 2022 Ukraine war sent urea to records and imposed an estimated 5 to 10 percent global yield drag per IFPRI.
The 2026 Hormuz crisis inherits the transmission mechanics of all four. It has the energy feedstock shock of 1973, the price violence of 2008, the input denial of Sri Lanka 2021, and the trade disruption of Ukraine 2022. What it adds is something none of them had: a permissioned chokepoint where a decapitated regime’s provincial commands selectively clear allied oil tankers via radio and AIS protocol while categorically blocking fertiliser vessels under the same standing orders that predate the war by twenty years.
The missiles over Dubai are the war the cameras see. The urea at $683 is the war the spreadsheets see. The planting windows closing across four continents are the war that biology sees.
Graham justified the strikes with 460 kilograms of enriched uranium weeks from becoming ten bombs. The strikes succeeded. The enrichment programme is gone. But the strait those strikes were supposed to secure carries the molecules that feed half the world, and seventeen days later it remains a toll booth run by provincial commanders with radios and sealed orders that no precision strike can reach.
The explosions are the headline. The soil is the crisis. And the calendar does not flinch.

JUST IN: The United States has successfully employed multiple 5,000-pound deep penetrator munitions on Iranian missile sites along Iran’s coastline, according to CENTCOM.
