Someone a long time ago warned that the "tyranny of the majority" is among the evils against which society must be on its guard precisely because it operates through ostensibly democratic forms. Forcing a vote on rule changes - even on a preliminary issue that eventually leads to it - without genuine debate treats the Senate as a raw numbers machine rather than the deliberative and wise body that it should be, where losers can concede that they were defeated by superior reasoning and not simply because they were outnumbered.
