God it would be amazing if the academic publishing cartel's stranglehold on research papers could be broken. Most findings are of interest to someone and should be disseminated, if for no other reason than to avoid repeating past mistakes. Peer review by a high-impact journal often fails to detect true fraud anyway (see the Anil Potti case and many others). Why not tie federal $ to universities contributing to a publicly searchable archive of faculty research findings? Abstract-only is probably sufficient for a majority of findings - not everything needs a 3,000-word article with 3 peer reviewers. Existing preprint servers could be a good platform for this. A well-designed incentive structure would go a long way to reducing publication bias and incentivizing researchers to share rather than hoard findings.
