Dr. Milligan was a physical chemist who helped scientists understand “free radicals”—extremely reactive molecules that play a key role in chemical reactions. While working at NIST, Dr. Milligan used advanced infrared spectroscopy and a technique called matrix isolation to study unstable molecules that normally exist for only fractions of a second. By trapping these molecules at extremely low temperatures, he was able to identify their structures and confirm their role in chemical reactions. His research helped expand scientific knowledge about reaction mechanisms, atmospheric chemistry, and combustion processes. By helping scientists observe and identify molecules that were once thought impossible to study, Dr. Milligan contributed to a deeper understanding of how chemistry works at the molecular level. #BlackHistoryMonth

The technology eventually led to and inspired the hydraulics systems used in lowriders, which was pioneered by a Black man named Vernon V-Maxx Maxwell who played a significant role in the Southern California scene. It is important to note the contributions and history of Black Americans in lowrider and chicano culture, which wouldn't exist without the necessary contributions Black Americans made for it to be what it is.
