In recent months, in Nasser hospital in Khan Younis, patients and MSF personnel have seen armed men, some masked, in different areas of the large compound of the hospital. This had not been in areas where MSF has activities, but in other parts of the hospital compound. With an uptick since the ceasefire, MSF teams have reported a pattern of unacceptable acts, including the presence of armed men, intimidation, arbitrary arrests of patients, and a recent situation of suspicion of movement of weapons. These incidents pose serious security threats to our teams and patients. MSF formally expressed our strong concern to the relevant authorities, and emphasised the incompatibility of such violations with MSF’s medical mission. The evidence confirms that some NGOs in Gaza do not operate independently or neutrally. Rather, they are embedded in an institutionalized framework of coercion, intimidation, and surveillance that serves Hamas’ terror objectives. The registration mechanism for organizations seeks to solve this. Many organizations have already registered and operate inside Gaza. Some organizations refuse to register. 🚨🚨Breaking: Internal documents reveal Hamas infiltration of top international NGOs. In internal Hamas documents published by @NGOmonitor, Hamas officials describe assigning “guarantors,” who act as formal liaisons between Hamas and major NGOs such as Doctors Without Borders, Oxfam, Save the Children, and the Norwegian Refugee Council. These “guarantors” are local Gazans approved by Hamas, who “hold senior administrative positions, such as director, deputy director, or board chair, ensuring access to the highest levels of the NGOs’ local branches and operations,” according to NGO Monitor. NGO Monitor also found that, according to Hamas’ own communications, at least 10 of these guarantors — who were also senior NGO officials in Gaza — were simultaneously members or supporters of Hamas, or employed by Hamas-linked groups. Hamas also conducted widespread surveillance of NGO officials in Gaza, with one Hamas document noting that the guarantors across 48 NGOs “can be exploited for security purposes in order to infiltrate foreign associations, their foreign senior personnel and their movements.” These documents are the first formal proof that Hamas leveraged the international NGO sector in Gaza to further its agenda, and come as those same NGOs are due to reconstruct what is supposed to be a Hamas-free Gaza.
