In the past, when the Speaker of the House (who controls the agenda, with the exception of the procedure in use here) had allowed votes on matters that supported Ukraine, the majorities of both parties voted in favor! When forced to a recorded vote, many otherwise passive Republicans recognize the impact of a negative vote back in their districts, and vote in favor of Ukraine.
