If I may ask, what led to this high rate of criminality by the blacks? I think it has to do with the foundational relationship between the whites and blacks. The blacks probably grew up resisting racial discrimination, oppression and hatred by the whites. And the early governments, corporate and religious leaders didn't address these issues against the blacks. I think that's what gave rise to the high rates of crime. It's not too late to reverse the high rates of crime. Government and it's citizens (blacks inclusive) must be intentional about reducing crime through behaviours and laws with human face.

Per capita offending rates per 1,000: blacks against whites ~11.6 whites against blacks ~0.38 (ratio ~31:1). For homicides (FBI 2019): black-on-white 566 white-on-black 246 (ratio 2.3:1) TLDR: A white person is 31 times more likely to be victimized by a black person than the other way around.
