I'd imagine Deebo Samuel's signing (of $7M max value) is the absolute floor of what Diggs would sign.
I'd imagine he wants something more in line with Mike Evans, who signed a deal guaranteed in the mid-teens ($14M–$16M) with upside tied to incentives.
My guess is Peters wants to keep the deal short and incentive-laden. Hence, the sticking points.

We debate the actual merits of trans causes endlessly, but "I want people to see my group in the way we see ourselves" is actually a basic ask of all civil rights movements and isn't some weird and unreasonable demand the trans movement made up at all.

While I do fear the consequences, this primary season has shown that the Dem establishment is completely lost. They're insular, complacent, and seem more interested in preserving their own power than winning elections.
It's hard to fault voters too much for throwing them out.
