Formal education or the lack of formal education doesn’t create billionaires anywhere in the world. Those who become billionaires whether formally educated or not are always outliers. But the majority of people who lack formal education end up earning less than those with formal education.

Sarah Chelangat — Tax Partner, Ernst & Young (EY) Uganda; Former Commissioner, Domestic Taxes, Uganda Revenue Authority @SMChelangat is a highly respected Ugandan tax lawyer and advisor whose career spans senior roles in both public tax administration and private sector tax advisory. She holds a Bachelor of Laws (LLB) from Makerere University and a Master of Laws (LLM) in International Tax Law from University of Manchester in the United Kingdom. She is an Advocate of the High Court of Uganda, a Senior Tax Tutor for the CPA Programme, and an active member of the Uganda Law Society and the East African Law Society. Her academic grounding in both domestic and international taxation laid the foundation for a career dedicated to shaping tax administration, policy interpretation, and compliance in Uganda. Chelangat’s professional journey reflects a rare combination of deep technical expertise and leadership across both sides of the tax system—the tax authority and the advisory profession. Earlier in her career she worked in private tax practice at Ernst & Young (EY) Uganda, where she built a strong reputation advising multinational corporations, financial institutions, and large domestic companies on corporate taxation, international tax structuring, transfer pricing, and regulatory compliance. Her work involved helping businesses navigate complex tax legislation while maintaining compliance with Uganda’s evolving tax framework. Chelangat later transitioned into public service at the Uganda Revenue Authority, where she eventually rose to become Commissioner for Domestic Taxes, one of the most critical operational positions within the revenue authority. In this role she oversaw the administration of key domestic revenue streams including income tax, value-added tax (VAT), excise duty, and withholding taxes, which collectively form the backbone of Uganda’s domestic revenue mobilization. Her leadership involved supervising compliance operations, strengthening taxpayer engagement, and guiding teams responsible for audits, assessments, and enforcement. During her tenure at URA, Chelangat contributed to strengthening domestic tax administration and improving compliance frameworks, particularly among large and medium taxpayers who account for a significant share of Uganda’s revenue collections. She supported the implementation of risk-based compliance strategies, improved taxpayer segmentation, and greater engagement between the tax authority and the private sector. Her background in tax advisory allowed her to bring a practical understanding of taxpayer behavior and business realities into the design of compliance and enforcement strategies. Chelangat later returned to Ernst & Young (EY) Uganda and currently serves as a Tax Partner, where she continues to play an influential role in shaping tax advisory practice in Uganda. In this role she advises major local and multinational companies on tax compliance, international taxation, transfer pricing, tax risk management, and dispute resolution. She is also actively involved in tax policy dialogue and private-sector engagement with government institutions, helping bridge the gap between tax administrators, policymakers, and the business community. Through her advisory work, she supports businesses in understanding and complying with Uganda’s tax laws while contributing to a more predictable and transparent tax environment. Across both her public and private sector roles, Chelangat has contributed significantly to strengthening Uganda’s tax ecosystem—from administering domestic taxes within the revenue authority to advising businesses on responsible tax compliance and policy interpretation. Her career reflects a rare ability to move between tax administration, tax policy, and tax advisory, helping improve the effectiveness of Uganda’s revenue system while fostering collaboration between the tax authority and taxpayers. As Uganda commemorates International Women’s Month, Sarah Chelangat stands out as a powerful example of female leadership in the tax profession. Her journey—from legal training to senior leadership within the revenue authority, and now to partnership at a global professional services firm—demonstrates the impact that technical excellence, integrity, and public-minded leadership can have on national institutions. Women Shaping Uganda's Tax Ecosystem Doris Akol — Former Commissioner General, Uganda Revenue Authority-(URA) @DDorisAkol is a Ugandan tax lawyer and revenue administration expert whose career spans nearly three decades in tax law, governance, and public finance. She began her professional career at PricewaterhouseCoopers before joining the Uganda Revenue Authority (URA) in 1995 as a Legal Officer. Over the years, she rose through the institution’s ranks, eventually serving as Commissioner for Legal Services and Board Secretary before being appointed Commissioner General in November 2014. During her years in URA’s legal department, Akol played an important role in strengthening the authority’s legal capacity and defending the government’s tax interests in complex litigation. Her legal expertise contributed to landmark tax disputes involving multinational oil companies such as Heritage and Tullow, cases through which Uganda secured significant capital gains tax revenues and reinforced the principle that international investors operating in Uganda must comply with the country’s tax laws. As Commissioner General from 2014 to 2020, Akol focused on expanding the tax base, strengthening compliance systems, and improving the efficiency of revenue administration. Under her leadership, Uganda’s domestic tax revenue grew by more than 83 percent—from approximately UGX 9.9 trillion in FY2014/15 to UGX 16.6 trillion by FY2018/19—while URA cumulatively collected about UGX 65 trillion during her tenure. Over the same period, the national taxpayer register nearly doubled, increasing from about 763,000 taxpayers to more than 1.48 million. She championed reforms aimed at widening the tax base and strengthening compliance, including initiatives such as the Tax Registration Expansion Programme (TREP) and the block management system, which improved taxpayer identification by physically mapping businesses across the country. These efforts helped bring more informal enterprises into the tax system and strengthened domestic revenue mobilisation. Beyond revenue performance, Akol oversaw important institutional modernization efforts within URA, including strengthening corporate governance structures, advancing digital tax administration reforms, and completing the authority’s permanent headquarters—the iconic 22-storey URA Towers in Nakawa—which consolidated URA operations and reduced government expenditure on office rentals. Following her tenure at URA, Akol transitioned into international and private-sector roles. She joined Dentons Uganda (Kyagaba & Otatiina Advocates) as a Partner in the firm’s tax and public sector practice, advising on tax policy, revenue administration, and regulatory engagements. She later joined the International Monetary Fund (IMF), where she currently serves as a Senior Economist in the Fiscal Affairs Department in Washington, DC, supporting technical assistance programmes and medium-term revenue reform initiatives aimed at strengthening tax capacity in developing economies. Akol is also a Chartered Secretary and Governance Professional, an Advocate of the Courts of Judicature in Uganda, and a Fellow of the Chartered Governance Institute UK & Ireland. Her work continues to focus on tax administration reform, governance, and public policy advisory. As we commemorate International Women’s Day and Month, Doris Akol stands out as one of the key architects of Uganda’s modern tax administration—combining legal expertise, institutional leadership, and policy influence to expand domestic revenue mobilisation and strengthen the rule of law in taxation.

International Women's Month: Recognising and Celebrating Women's Contribution to Strengthening Tax Administration in Uganda. Crystal Kabajwara — Chairperson, Tax Appeals Tribunal @cryskaba is a distinguished Ugandan tax lawyer, international tax specialist, and governance professional who serves as Chairperson of the Tax Appeals Tribunal (TAT) (@TaxAppealug), the quasi-judicial body responsible for resolving tax disputes between taxpayers and the Uganda Revenue Authority (URA). With more than two decades of experience spanning tax advisory, regulatory policy, and public sector governance, she has built a career at the intersection of law, taxation, and institutional reform. Before joining the Tribunal, Kabajwara spent 17 years at PwC, where she rose to become a respected advisor in international tax and transfer pricing, working with both multinational corporations and public institutions on complex tax structures and regulatory compliance. She holds a Bachelor of Laws from Makerere University and a Master of Laws (LL.M) in Taxation from the London School of Economics, credentials that underpin her deep expertise in global and domestic tax policy. Since taking on the leadership of the Tax Appeals Tribunal, Kabajwara has focused on strengthening the efficiency, accessibility, and credibility of Uganda’s tax dispute resolution system. Under her leadership, the Tribunal has expanded its operational capacity by increasing weekly sessions and adopting more flexible dispute-resolution approaches, including conferencing and mediation, in order to accelerate the disposal of cases and reduce backlog. The impact of these reforms has been measurable. In the financial year ended June 2025, the Tribunal resolved 266 disputes and unlocked UGX 506 billion back into the economy, the highest amount in the institution’s history. Momentum has continued into FY2025/26, with 146 disputes resolved and UGX 203 billion unlocked in the first half of the year alone, reflecting the Tribunal’s strategy of prioritising both high-value disputes and quicker resolution of smaller claims through mediation. Kabajwara views tax dispute resolution as a critical pillar of national development. By ensuring that disputes are resolved independently, fairly, and efficiently, the Tribunal helps unlock capital tied up in litigation, strengthens taxpayer confidence in the rule of law, and contributes to a more predictable and trusted tax system. Her leadership philosophy blends technical rigor with a strong commitment to public service. After a successful private-sector career, she chose to join the Tribunal out of a desire to contribute to the strengthening of Uganda’s tax system and broader governance ecosystem. In recognition of International Women’s Month, Crystal Kabajwara is celebrated for her contribution to advancing tax justice and institutional integrity in Uganda’s revenue ecosystem.
