Huge health care victory in MD District Court today, striking down the following aspects of the "Integrity" rule for ACA marketplaces: (1) charging $5 for zero-net-premium plans; (2) increasing "de minimis" cuts to actuarial value; (3) permitting insurers to deny coverage to people who owe past-due premiums; (4) increasing SEP verification requirements; (5) denying APTCs to people who did not file prior-year tax returns; (6) requiring income verification when IRS data show past income below federal poverty level; and (7) requiring income verification when no prior-year tax returns are available. Basis for ruling: CMS cannot rewrite statute; CMS must meaningfully, rather than nominally, respond to concerns raised by commenters on proposed rules. democracyforward.org/wp-content/upl…

Two different but related things are happening now with the ACA. Enhanced tax credits expire this year. If Congress doesn’t extend them, out-of-pocket premiums jump over 75% on average. Insurers expect healthier people to drop coverage. So, they’re also hiking ACA premiums.

NEW: Planned Parenthood just won a temporary injunction that will allow its clinics to continue receiving Medicaid funding for services unrelated to abortion — despite a provision in the GOP tax law blocking such funding.

When premiums spike later this year, we should remember this bill as a main reason. When people get trapped in a web of confusing paperwork just to get on & stay on coverage, they should remember those bureaucratic barriers were intentionally put in place by this big, bad bill.

Jeffries: Every single House Democrat will vote hell no against this one big ugly bill. And all we need are four House Republicans to join us in defense of their constituents who will suffer mightily from this bill. Children will be hurt. Yes, families will be hurt. In 2017 Susan Collins and Lisa Murkowski cast decisive votes to stop ACA repeal and protect health care for millions of Americans. The eyes of the country are on them again. If they both join Rand Paul and Thom Tillis in opposing the Big Ugly Bill on final passage they can save health care for millions of Americans again. Or not.
