The whole problem is that the parents have lost control of the kids and truly do have their hands tied. Have you ever tried to spank an armed gangster and tell him to go to his room and not leave the house? Even if they do try to discipline them, it's called abuse. On the other hand, they've already asked the state to do something and lock their kid up but they sent him home with an ankle monitor instead. It starts with locking the kid up and empowering the parent to regain and maintain control when the little fucker gets out. The policy has to change.
