Well .. on the dark side perhaps... on the near side it could make an unsightly mess. but yeah in general I'f think regulation would be quite a bit less restrictive.... thgen again a bit harder to pollute since you have control start to end of any combustion since it can't happen in the open. But discard of tailings could be an issue, ejection at speeds high enough too go into or escape lunar orbit could be a hazard.

It doesn't just suck. The Phantom Menace has my vote for the worst Hollywood blockbuster ever made. It's an atrocious film with incoherent plotting and terrible acting. Plus the character of Jar-Jar Binks, King of Cringe, which makes several scenes unwatchably embarrassing.

No needs to expost facto change the rules. Naturalized citizens are still naturalized.... they are still a different category of citizen. And Congress could further expand or restrict or even create different classes of naturalized citizens. They can't make a rule whose violation predares any enactment... but they can absolutely enforce new requirements goinf forward from enactment of said hypothetical law.
