This is precisely the application of Schmittian Sovereignty in the managerial bureaucratic system. One is supposed to report rapes to police. But the youth centre bureaucrat "decided the exception" because "Muslim boys are under enough scrutiny" and declined to report the crime to the relevant authorities, thus ensuring no action would be taken by the system. It is the petty tyranny of a million effectively anonymous nobodies that constitute the system who overrule the people (the overwhelming supermajority of whom would agree that rape demands at least some kind of police intervention), creating a tyranny at least as bad as the arbitrary whims of an unconstrained dictator. The architects of the 21st century feared the concentration of power in an individual man because of the horrors the despots of the 20th century unleashed, and they imagined that the mass dispersal of power across innumerable people would therefore safeguard against tyranny. What they failed to conceive of was that this dispersed system itself could manifest as a tyrannical meta-organism (the Systemic Organism) with the added advantage that through its dispersed embodiment across a multitude of individuals, the ability of the masses to hold the tyranny accountable dropped off a cliff. An angry mob can storm the palace and lynch a dictator. Or a military can defect and orchestrate a coup. It is substantially more difficult however to oust an entrenched Systemic tyranny because the degree of upheaval needed to meaningfully oust it is effectively total, and the human individual lacks the sensory capacity to even perceive the actual totality of his oppressor. The managerial architects of the present utterly failed to systematize away tyranny. They merely evolved it to be more resilient like an antibiotic resistant bacteria.

Those who cause trouble may be punished, but with this change, which will significantly reduce our earnings, you're also penalizing a number of accounts that use the international language without any ill intent. @simonsarris Commercial printing is the same way. When I started 2008, back of the press was 2x minimum wage, front was 4-5x. Add in the 150hrs overtime for the year it paid more than the avg masters degree. They can’t find work on back of press since it now pays less than stocking shelves.
