The Democrat party refused to prosecute Epstein. Trump did in 2019. In 2008, George Bush's DOJ made a Non-Prosecution Agreement (NPA) that allowed Epstein to plead guilty to two state-level prostitution charges in Florida instead of facing federal sex trafficking charges; it also gave him federal immunity. During the Obama administration, victims attempted to challenge the NPA under the Crime Victims’ Rights Act (CVRA) because they were not notified of the deal, but the Obama DOJ defended the validity of the 2008 agreement in court for several years, arguing that the CVRA did not apply to a pre-charge agreement. It wasn't until 2019, and 2020 that Trump DOJ arrested, prosecuted and convicted Epstein and Maxwell. The Biden DOJ had the files for four years, but failed to do anything or prosecute anyone. Note: The Obama administration could have theoretically investigated Epstein for new or different crimes in other jurisdictions, but they chose to spend most of that period defending the original 2008 deal in court against victim lawsuits.
