SPEAKER DETERMINES PROCESS FOR COMPOSITION OF THE IMPEACHMENT COMMITTEE Parliament, Wednesday, 13 May 2026 - Speaker of the National Assembly, Ms Thoko Didiza, has determined the next step in the National Assembly process regarding the composition of the Impeachment Committee, in accordance with section 89 of the Constitution of the Republic of South Africa. Given that the impeachment committee process constitutes uncharted procedural terrain for Parliament, the Speaker this morning engaged the National Assembly Chief Whips Forum, comprising Chief Whips and representatives of political parties represented in the Assembly, regarding the determination for the composition of the committee. Following these engagement, political parties will today be requested to submit the names of Members who will serve on the committee to the National Assembly Secretariat by the close of business on Friday, 22 May 2026. In determining the composition of the Impeachment Committee, the Speaker considered not only the constitutional principle of proportional representation, but also the need for inclusivity and broad participation in this unprecedented parliamentary process. Accordingly, the determination seeks to balance traditional proportional representation with a measure of inclusivity, so as to ensure that smaller political parties - which may otherwise not be accommodated through a strict mathematical application of proportional representation - are also afforded representation and participation in the Committee’s work. Accordingly, the committee will be composed of 31 Members drawn from the 16 political parties represented in the National Assembly, constituted as follows: ANC (9); DA (5); MKP (3); EFF (2); IFP (1); PA (1); FF Plus (1); ActionSA (1); ACDP (1); UDM (1); RISE Mzansi (1); BOSA (1); ATM (1); Al-Jama-ah (1); NCC (1); UAT (1). The Speaker has also referred the Constitutional Court judgment to the National Assembly Subcommittee on the Review of Rules to consider and process the amendments required to the Rules of the National Assembly. Who is Sibanyoni? Joe “Ferrari” Sibanyoni is one of Mpumalanga’s most influential taxi industry figures, known for building a transport empire. He started working as a taxi driver in Kwaggafontein in 1985 and later bought his first taxi in 1995. Over the years, he expanded his operations into a fleet believed to consist of more than 400 minibus taxis, making him one of the most prominent operators in South Africa’s transport sector. His business empire reportedly includes taxis, buses, logistics operations, property investments and other ventures. Beyond transport, Sibanyoni has diversified into industries such as mining, construction, IT and property development. Sibanyoni also plays a leading role in the taxi industry and has previously held influential positions within taxi bodies such as SANTACO and SABTA. His influence in the sector has made him a powerful figure in transport and business circles, particularly in Mpumalanga. Known by the nickname “Ferrari” because of his love for luxury and high-performance sports cars, he often speaks about his journey from poverty to becoming a multi-millionaire entrepreneur. In 2024, he launched the Joe Sibanyoni Foundation, aimed at addressing poverty, unemployment and inequality. He was arrested overnight. His name came up at the Madlanga Commission a number of times. In May 2023 the Constitutional Court dismissed Ramaphosa’s direct access application for review of the Ngcobo Report. He can’t go back to the same court to do the same thing in 2026. The case will go to the Western Cape High Court, for both the interdict and review.

@TheRealClementM The High Court has jurisdiction to adjudicate upon the interdict application. Be mindful of the fact that the review application is also at that level. The two matters would be intertwined. The CC judgment has no bearing on the review application that will be reinstated…1/2

@MbekezeliMB The application will be moved on urgent roll in terms of Rule 6(12). The application will be dismissed on the basis that it's not urgent. The urgency is self created. You thought you have won when the report was not adopted by parliament. It's over for him
