To, The Zonal Revenue Officer (ZRO) Sh Ghanshyam Das’s Delhi Jal Board @DelhiJalBoard Kakrola, New Delhi Subject: Complaint Regarding Non-Taking of Water Meter Readings Since February – Request for Immediate Action Respected Sir/Madam, On behalf of the residents of Duggal Farm, Tara Nagar, Kakrola, New Delhi 110078, we wish to bring to your kind notice that water meter readings in our colony have reportedly not been taken since February 2026. This prolonged delay in recording actual meter readings is causing serious concern among residents, as it may result in issuance of inaccurate or excessive water bills in the coming billing cycle. Such a situation would be unfair and financially burdensome for consumers who regularly pay their dues. It is respectfully submitted that timely and accurate meter reading is an essential responsibility of the concerned department and forms the basis of transparent and fair billing practices. Failure to do so may amount to deficiency in public service and violation of consumer rights. Further, under the principles of fair administrative action and consumer protection, utility authorities are expected to ensure: Periodic and accurate meter readings Transparent billing mechanisms Prevention of arbitrary or excessive billing Timely grievance redressal for consumers The continued non-recording of meter readings may also be contrary to the service obligations and billing procedures applicable to public utility services under the regulatory framework governing the Delhi Jal Board. In view of the above, we respectfully request your office to: 1. Immediately arrange meter reading in the affected area 2. Ensure that residents are billed only on the basis of actual consumption 3. Prevent issuance of excessive or arbitrary bills due to departmental delay 4. Share the reasons for non-taking of readings since February and fix accountability for the lapse The matter requires urgent attention in the interest of transparency, consumer rights, and public convenience.
