And Kinshasa is not going to do that because the response from the Americans will be Rwanda can do whatever it wants to do in Congo. Par Kiki #Kienge L’Inspection Générale des Mines (IGM) a annoncé la création d’une unité paramilitaire dédiée à la protection du secteur minier, baptisée « garde minière », dont le déploiement est prévu d’ici fin 2028. Dotée d’un budget estimé à 100 millions de dollars, entièrement financé par les États-Unis et les Émirats arabes unis, cette force pourrait atteindre 20 000 agents, avec une première vague de 2 500 à 3 000 hommes attendue dès fin 2026. Une question persiste à se préciser : quel contrôle aura la RDC sur cette force paramilitaire, tant qu'elle n'est pas impliquée dans son financement, et qui en exercera effectivement le commandement ? Ce qui est certain, celui qui finance : fixe les standards, choisit les partenaires, influence la doctrine. Sa mission serait de sécuriser les sites d’extraction de cuivre, cobalt, lithium, or et coltan, des ressources critiques pour les chaînes d’approvisionnement mondiales, notamment dans les batteries, les smartphones et les véhicules électriques. Jusqu’ici, la sécurité des mines reposait principalement sur les Forces armées de la RDC et la Garde républicaine, directement rattachée à la présidence. L’arrivée de cette nouvelle force paramilitaire soulève une question centrale : à quelle autorité sera-t-elle rattachée ? - Armée, - ministère des Mines, - de l’Intérieur, - ou la présidence ? L’architecture de commandement reste encre plus floue. Mais au-delà de l’aspect sécuritaire, l’initiative s’inscrit dans un contexte géopolitique tendu. La RDC, premier producteur mondial de cobalt, est devenue un terrain stratégique dans la compétition entre Washington et Pékin pour l’accès aux minerais critiques. Dès lors, une interrogation majeure émerge : cette garde minière protégera-t-elle également les concessions opérées par des entreprises chinoises, qui dominent une part importante du secteur extractif congolais ? Pour les États-Unis, ce financement s’inscrit dans une stratégie plus large visant à sécuriser des chaînes d’approvisionnement alternatives et à réduire la dépendance vis-à-vis de la Chine. Pour les Émirats arabes unis, il s’agit de renforcer leur position comme acteur clé dans le commerce et la transformation des matières premières africaines. Reste la question de la perception de Pékin. La décision de Kinshasa d’ouvrir un levier aussi sensible que la sécurité minière à des partenaires occidentaux et du Golfe pourrait être interprétée comme un rééquilibrage stratégique, voire un signal politique dans un secteur historiquement dominé par les capitaux chinois.
