Correct on both points actually. If you stand in front of my vehicle while on a public road, you are a threat to me and I have the right to address that threat. If you are in a car and threaten a legitimate agent of the state, identified or not, and you use your vehicle in a dangerous or threatening manner…you are a threat and they have the right to address that threat.
