@ZeldaZealot @Maskofthedragon Maybe it’s less there is more people that lightning bend and more so that the few that can do it produce more than needed. Excess supply drops prices a lot, and most citys don’t even use it or have a critical need for it.

One of the best writing decisions in Avatar was making it so Zuko never figured out Lightning Generation, even after his redemption. It reinforced the restriction on the ability and zuko’s character at the same time.
