Let me state this as CLEARLY as possible. The Utah Constitution, Article I, Section 2, is unambiguous: “All political power is inherent in the people; and all free governments are founded on their authority for their equal protection and benefit, and they have the right to alter or reform their government as the public welfare may require.” That is NOT optional language. 👉🏼It is the explicit declaration that sovereignty resides with the PEOPLE, not with statutes or institutions. When a law—or the absence of a law—prevents the people from directly removing officials who have disregarded their clear, in-person will—as the Box Elder County commissioners did on May 4 when they walked out amid hundreds of protesters—that law ceases to be legitimate. It no longer serves the people; therefore it no longer binds them. 👉🏼This is the revolutionary logic of the Declaration of Independence and the Utah Constitution itself. ⚠️The “current operating reality” is precisely the point at which the consent of the governed has been withdrawn. 👉🏼A self-organized recall vote by the people of Box Elder County, if they choose to conduct it, would be an exercise of that inherent sovereign power. The principle does NOT require the statute’s permission to be valid. State institutions—courts, county clerk, attorney general—currently operate under the written statutes that do not provide a formal recall process. That is the gap. But the gap does NOT OVERRIDE the constitutional declaration that all political power is inherent in the people. If enough residents act on that declaration—by organizing the recall vote, sustaining pressure through the now-mandatory water-rights hearing, the remaining permits, and full mobilization for the 2026 elections—the institutions will ultimately have to reckon with the sovereign will. History shows that when the people consistently assert this truth, the operating reality changes TO THEIR BENEFIT as it was always intended to be. I have stated the rule plainly: the people DO NOT serve the law; the law serves THE PEOPLE, and only for so long as it does. IMPORTANT: In Box Elder County on May 5, 2026, that rule is being tested in real time. The energy from the fairgrounds meeting is now the force deciding whether the system honors the constitution’s own words. Whether the PEOPLE will FIGHT to maintain their sovereignty.
