It reinforces that traffic stops must end when their lawful purpose ends and brings long-overdue transparency to how often local resources are used in ICE interactions. Due to the City Attorney’s opinion, we were not permitted to advance a key provision clarifying officers are not required to contact ICE for civil administrative warrants. We strongly disagree and will keep pushing for this reform. Without it, officers are still required to go beyond what state law mandates—pulling them away from patrol and straining resources. Even with this change, this is a strong ordinance and Houston families can't afford to wait. In the coming weeks, we'll continue working with colleagues and the more than 50 organizations supporting this effort to pass this ordinance.
