The backlog for Indian green card applicants is caused mainly by the combination of high demand from Indian professionals and the outdated per-country cap system, which limits each country to about 7% of employment-based green cards per year-even when some countries have far fewer applicants.
While Indians do receive more than 7% of green cards in some years due to unused visas from other countries being reallocated, the demand from India is so high that even these spillovers can't come close to meeting the need, resulting in a backlog of over a million people and wait times that can stretch for decades.
So, the bottleneck is very much about how the U.S. system allocates green cards, not about any particular group of people-if the laws and quotas were updated to reflect current demand, the backlog would shrink for everyone.
