We arguably surrendered a historic opportunity to build a development-oriented land regime capable of accelerating structural transformation. The answer today is not arbitrary expropriation, but deliberate state land banking and long-term acquisition. Government must annually allocate substantial resources for strategic land reserves for schools, hospitals, industrial parks, reforestation, transport corridors, irrigation, and commercial agriculture. Sustainable development requires planning certainty, orderly urbanisation, and public control over strategic spaces.
