USCIS issued PM-602-0199 on May 21. The press release said AOS would be granted "only in extraordinary circumstances." That phrase appears nowhere in the actual memo. The gap between the political statement and the operative policy is worth understanding. A thread.

When ICE imposed a 3,000-arrests-per-day quota in May 2025, the share of people arrested with criminal convictions dropped to 30%,from 53% in the week before Trump took office. The admin keeps saying it's targeting "the worst of the worst." The arrest data keep saying otherwise.

A 2026 Fordham Law Review note argues that federal courts are blocking journalists from remotely accessing immigration case records online and that the rule doing it is likely unconstitutional. The rule has been in place since 2007. Most people have never heard of it.
