The Republicans presented the Democrats with a DHS budget bill.
The Democrats wanted some ICE reform issues included on a reform bill.

Judicial warrants required before entering private property
Ban on masks/face coverings for ICE and immigration agents (even undercover or for safety).
No enforcement at "sensitive locations"
Mandatory body cameras, visible ID badges/names/numbers (must display agency, unique ID, and last name at all times; verbalize if asked),
Local law enforcement oversight
These have been non-negotiable for Democrats even after White House counteroffers (which included partial concessions like more body-cam funding and sensitive-location limits but omitted the warrant and mask bans).

The Democrats are now presenting bills that pay TSA, in order to snake around the bill presented by the Republicans and try to make themselves look good.
