They are not citizens, but due process is universal. You seem to not not understand that due process is different depending on the situation. A non-immigrant can be denied entry/stay. That is due process. A permanent resident is a guest of the US... and that status can be revoked for ANY reason. The state department has that authority. A US citizen is subject to very different due process, being that they are citizens aubject to the jurisdiction of these United States. Due process literally refers to their being a legal process for any action done to deprive a person of life, liberty, or property. Deporting a person? It is a deprivation of liberty yes, but the process varies depending on the status of the person. Citizens (and Nationals) cannot be deported unless they are denaturalized. There is a process for that. Non-citizens can just be removed. That IS the due process.
