The brochure, which promotes Narcan use and Good Samaritan law education, was paid for with funds from ME-RAP / The Voices Project. The confrontation and subsequent discovery add a new and highly visible layer to the growing controversy surrounding Reynolds’ documented connections to ME-RAP and conflict with out youngest most vulnerable polulation. Freedom of Access Act (FOAA) records obtained by independent journalist Timothy Bodnar show that Reynolds was officially listed as the “Kennebec County community organizing manager” on a $408,891 ARPA-funded grant awarded to The Voices Project — an organization closely tied to Courtney Gary-Allen and ME-RAP. The grant supported youth programming, door-to-door canvassing, and substance-use education in Kennebec County, including areas served by Augusta schools. County monitoring documents repeatedly identify Gary-Allen as the project manager. The final closeout report confirms the full $408,891 grant was spent, and a SAM.gov registration lists Courtney Gary-Allen as the primary point of contact for the organization. Anonymous sources in the local recovery community have alleged that Reynolds maintained a close working and personal relationship with Gary-Allen and ME-RAP while serving on the school board. Some tipsters further claim that Reynolds was involved in a violent offense against a woman named Rachel Fowler and was placed in drug court "Drug Court" is a separate justice system for people with drug problems and is a system frequently criticized for keeping records confidential and hidden from public scrutiny. They allege the records were deliberately concealed, possibly with assistance from individuals connected to the recovery network. No public court records confirming these specific allegations have surfaced to date. School board policies BCA (Code of Ethics) and BCB (Conflict of Interest) require members to avoid both actual conflicts and the *appearance* of impropriety. Critics argue that Reynolds’ operational role on a large county-funded youth and recovery program — while simultaneously holding a seat on the board responsible for student wellness policies — creates a clear appearance of conflict, especially now that ME-RAP-funded materials have reached middle-school students in his district. Tracy Jr., Superintendent, Augusta School Department CC: Martha Witham, Board Chair Susan Parks, Policy Committee Chair All Members of the Augusta School Board Dear Superintendent Tracy and Members of the Augusta School Board, This is a formal supplemental and final ethics complaint updating my original filing of May 8, 2026, regarding School Board member Jon Reynolds and his undisclosed ties to Courtney Gary-Allen and the ME-RAP / Voices Project organization. New Evidence Obtained Through FOAA Requests and Public Records 1) Jon Reynolds Held an Official Operational Role on a $408,891 County ARPA Grant Run by Courtney Gary-Allen Kennebec County records explicitly list Jon Reynolds as the “Kennebec County community organizing manager – Canvassing work” on the $408,891 ARPA grant awarded to The Voices Project (dba Mobilize Recovery / ME-RAP), the organization led by Courtney Gary-Allen. The grant funded youth programming, door-to-door canvassing, and substance-use education throughout Kennebec County, including Augusta. 2) ME-RAP-Funded Materials Reached Students in Reynolds’ District ~ Immediately after the May 14, 2026 School Board meeting, Lisa Gagne obtained a harm-reduction brochure (promoting Narcan and Good Samaritan law education) that had been in the possession of a 12-year-old middle school student in Reynolds’ district. The brochure was paid for with ME-RAP / Voices Project funds — the same grant on which Reynolds served in an official capacity. See Facebook post and video facebook.com/share/v/1isuhE… 3) Reynolds’ Extensive Criminal History, Including a 2020 Domestic Violence Felony Maine State Bureau of Identification records document at least 14 criminal cycles between 2009 and 2020, including: * 2020 – Domestic Violence Terrorizing (Class C Felony) – Guilty June 5, 2020; sentenced to 3 years in prison (all but 9 months suspended) plus 2 years probation. Probation was partially revoked in 2023 with an additional 76 days in jail. * 2017 – Assault (Class D) * Multiple convictions for theft, unlawful possession of scheduled drugs, criminal mischief, disorderly conduct, and repeated violations of conditions of release. * Reynolds is federally disqualified from possessing firearms. 4) Additional Financial and Political Ties Courtney Gary-Allen’s 2023 City Council campaign finance report shows a $500 contribution from Ryan Hampton, Director of The Voices Project, demonstrating ongoing financial overlap between the organization and local politics. These facts create an undeniable actual conflict of interest and a glaring appearance of impropriety under Augusta School Board Policies BCA (Board Member Code of Ethics) and BCB (Conflict of Interest). A reasonable person could easily conclude that Reynolds’ official school board role gave ME-RAP / Voices Project preferential access to Augusta students and youth programs while he simultaneously held a paid operational position with the same organization. The presence of ME-RAP-funded materials in the hands of a 12-year-old in his district makes this conflict visible and concrete. Requested Action I demand that the Board take the following immediate steps: * Refer this matter to an independent ethics review or special counsel. * Require Jon Reynolds to make full public disclosure of all compensation, roles, contracts, and relationships with ME-RAP / Voices Project / The Access Center and Courtney Allen. * Place Jon Reynolds on administrative leave from the School Board pending the outcome of the review. * Publicly report the findings and any remedial action to the citizens of Augusta. The citizens of Augusta have a right to confidence that school board members are free from undisclosed conflicts — especially on matters involving youth, wellness, and substance-abuse programs.
