It was an honour to join the launch of "The Man Who Heard Every Heart", a biography of Rt. Rev. Dr. Henry Luke Orombi. Dr. Orombi's life is a powerful testament to faith, integrity and servant leadership. I was privileged to stand alongside Archbishop Stephen Kazimba Mugalu, clergy and fellow Ugandans in celebrating his life and legacy. I was humbled by Dr. Orombi's gracious words of recognition. His example reminds us that true leadership is rooted in service, humility and commitment to God's calling. To God be the glory.

I thank all taxpayers and stakeholders who joined us for today's #NationalPostBudgetDialogue. I also thank Hon. @henrymusasizi1 for honouring us as Guest of Honour and launching the URA Client Service Charter. My gratitude also goes to our Board Chairperson, Emmanuel Katongole, @Emmanuel_Rotary, for his keynote address opening this year's post budget engagements. Today's engagement is anchored on clarity. We want taxpayers to understand the FY2026/27 tax amendments, how they affect businesses and individuals, and how, together, we can align our expectations as we implement them. Our ambition is clear. We want to build a stronger, more formalised economy by raising Uganda's Tax-to-GDP ratio to 20%, and to finance more of our national development through our own resources. This is patriotism in action, every taxpayer playing their part in Uganda's story of self-reliance. URA remains committed to simplifying compliance and deepening our partnership with every taxpayer, guided by integrity, transparency and professionalism in every interaction, because a fair and transparent tax system is built on trust. I encourage every Ugandan to understand these reforms, engage with us whenever clarity is needed, and continue playing your part in building a stronger, more prosperous and self-reliant Uganda.

I had a productive meeting with Hon. Justice Mike Chibita, Chairperson of Scripture Union Uganda, and Mr. Samuel Turyahikayo, National Director of Scripture Union Uganda. I appreciate the important work Scripture Union Uganda is doing to raise a God fearing generation in our country. We discussed the complementary mandates of our respective institutions and agreed to strengthen our collaboration in areas of mutual interest.

It was a great meeting we had this afternoon with the Honorable Minister of Finance @henrymusasizi1, together with the Honorable Minister of State, incharge of Privatization and Investment @AminahMukalazi. The URA team led by the Board Chairman @Emmanuel_Rotary greatly appreciated the wise counsel and time dedicated by our leaders to guide and sharpen the revenue mobilization strategy. The FY 2026/27 has started well and we look forward to making great strides on the Tax to GDP ratio going forward.

MOFPED AND URA AGREE ON TARGET OF 20% TAX TO GDP RATIO BY FY 2029/30 Finance Minister @henrymusasizi1 this afternoon met the Chairman of the Board of Directors of Uganda Revenue Authority Emmanuel Katongole together with @URAuganda Senior Management Team led by the Commissioner General John Musinguzi. The meeting focused on revenue enhancement measures for financial year 2026/27 to 2029/30. The Minister said the strategic direction of @URAuganda is consistent with government ambition of raising the tax to GDP ratio from the current 14.2% to 20%, adding that he is ready to work with URA to ensure that the target is achieved. Musasizi said URA must put in place strategies to ensure that all Ugandans with taxable income pay their fair share of taxes, adding that paying tax should not be a burden to the few Ugandans who are tax compliant. The Chairman of the URA Board in his remarks called for data integration between Ministries, Departments and Agencies (MDAs) and URA for revenue assurance and a centralized internal container depot (ICD) at Namanve to effectively facilitate trade and minimize cost, delay and revenue risk. He also highlighted the need to review the double taxation agreements which limit Uganda’s taxing rights. @URA_CG said revenue mobilization is a shared national responsibility, adding that with coordinated action, stronger compliance, better sector visibility and sustained government support, Uganda can close the revenue gap and finance its development priorities. The meeting was also attended by the Minister of State for Privatisation & Investment @AminahMukalazi She asked URA to intensify tax education across the country, expand the tax base, promote formalization and also ensure that the URA staff are not agents of corruption.

From Omugurusi Ampa to Maama Giinga.   Today, the 24th of June is Maama’s birthday having arrived on Earth on this very day 78 years ago. The family and myself thank God for having given us Maama, kept her safe in the years of orphanhood having lost her Father, Mzee Edward Kataaha, in 1955 and prospering her in the subsequent years up to today.   In Particular, I thank God for the miraculous re-connection with her on Christmas day, 1972, outside the Inter-Continental Hotel in Nairobi. Although we were from the same area of Ntungamo and had studied at Kyamate together in 1958, we had got disconnected by the troubled history of Uganda.   Since January, 1971, we had been operating from Tanzania fighting Idi Amin. I had, indeed, been involved in the disastrous battle of the 17th of September, 1972 in Mbarara where out of 330 People that attacked on that axis, on account of not being trained, by evening I had managed to take back only 46 including an Obote fighter known as Ageta, a good but chaotic fighter.
