U Diya is too strong in the EC to be topled by a quiet provincial secretary & no court can fix that.

Hundreds of women have received breast reductions from public hospitals. In Limpopo, Gauteng etc. I am not sure if this "is it safe?" question comes from ignorance or middle class contempt for public services. The public health system services more than 80% of our population.
