I'd encourage people to take a look at the Greig suspension video. What Norris did had echoes of what Greig did, but he absolutely did not check on the refs before delivering an upper cut to a defenseless opponent.

Norris’ punch was nearly identical to Greig’s that got him a suspension. Xhekaj could have been suspended too in all fairness. Just another example of no consistency from the NHL’s Player Safety Department, not that we’ve ever expected to get any.

This was former NHL ref and current ESPN rules analyst @ESPNRefNHL’s explanation on April 18, talking about the goal review in the CAR-OTT game.
According to Dave, the initial call on the ice is irrelevant to the review ruling.
