Tonight, I voted to reauthorize and reform FISA Section 702 with even stronger protections, accountability, and transparency, balancing critical Fourth Amendment rights with the need to protect against foreign enemies and attacks. In today’s world, this is a difficult balance. But we need our government to be able to act quickly against foreign threats while ensuring it does not invade the fundamental privacy rights of citizens. Two years ago, we made 56 reforms to FISA. Those reforms have resulted in 94% fewer database queries since 2022, along with heightened criminal accountability for anyone who misuses the database and stricter oversight. We expanded on that today, clarifying that no U.S. persons can be targeted through FISA without a judicial warrant. Additionally, the bill requires the Government Accountability Office to audit current targeting procedures and directs the Attorney General to issue procedures allowing Members of Congress and their staff to access FISA hearings. I will continue working to ensure agencies have the tools to protect against foreign attacks while maintaining Congress’s Article I oversight authority and preventing executive branch abuse.

If Republicans aggressively gerrymander the South and eliminate up to 10 Democratic seats under a narrowed VRA, Democrats could respond in blue states. For example, this 52-0 California map could become legal, flipping four seats from 🔴 to 🔵.
