The cherki incident is a penalty. Ball left the foot and he gets kicked after. The handball isn’t a penalty. Garcia’s arm are coming towards his body and are deemed to be in a justifiable position. He isn’t making himself unnaturally bigger. It’s a ball towards the hand scenario.
