The Murderous-Rape of the Female Dr in the Govt Hospital in Kolkata has compelled me to share a well tested administrative system if respected diligently and sincerely will prevent such gruesome- life -taking disasters for future (to an extent) and many other pitfalls/surprises.
The suggestion is as follows.
If every Secretary of respective Ministries, GOI and State, DGPs of State Police Forces, District SPs, Collectors of Every District, and many others, even NHRC and NCW, National Health Mission and other similar bodies, as a rule are available in person to meet and hear petitioners in at least, every Alternate Saturday of the month, for two hours minimum on first come first serve basis, without any appointment, to state their matter of concern in person.
(Systems, Procedures and safeties can be worked on, but it’s worth the effort and the calculated risks)
This will provide an option to people to express their grievance and even provide a feedback. And place the onus on aggrieved as well to connect directly if they need to.
Some may still be scared to come but with time it will gather its own strength and stability.
All matters coming to notice be digitised for record and action thereof. Follow up be also monitored digitally.
There can be a deluge of matters to begin with but with time it shall have a corrective and balancing result.
This is one of fastest and credible way of opening up the system to raise safety, security, and reduce corruption of any kind. Also to infuse trust.
This practice is a tried one and seen to work at any level.
Higher the level the better.
Leaders have to lead by example and present and not delegate.
This is proactive and sensitive governance as against reactive adm. It shall reduce paper work and enhance decision making. Also provide advance info in certain cases. ( work as prevention)
Place the onus on people to come and report and the officer to correct.
Both equally.
No doubt this must be being done by many.
But we make it a national culture of assured accessibility and visibility.
A good practice all can follow for national good.

@airindia@TataCompanies I just travelled from Bangalore to Chicago via Delhi. I am not a frequent flier but I had my share of travel. I must say I was totally disappointed with the condition of the aircraft. Things which are simple and not costly to implement are also not done.
I urge you to please take at least the international routes into consideration first and have a basic level of decency for any international flight to be maintained.
All the chairs, upholstery, dining trays were loose. Most of the screens were not working and the collection of movies was pathetic to say the least. I am worried and embarrassed that the carrier that has INDIA in the name is in shambles.
