The plan aims to fund the BBC after the current agreement ends in 2027, as government sources want to retain the licence fee instead of switching to ads or full subscriptions. Currently, no TV licence is needed for on-demand streaming like Netflix, only for live TV or BBC iPlayer. The BBC says the old rules no longer reflect how people watch shows today, and the idea remains under discussion and is not yet law.

I will make it simple. If the law changes, TV Licensing could be allowed to ask your ISP whether your household has been using Netflix. Your ISP has your address, your account, and enough traffic data to know when your connection is using services like Netflix. So yes, hypothetically, they could ask the ISP to check whether Netflix was used from your connection during a certain period. It is not that different from torrent cases: the activity is linked to an IP address, and the ISP can link that IP address back to the customer.

An ISP may not see the exact Netflix show you watched, but Netflix traffic is usually easy to categorise from DNS, IP ranges, CDN endpoints, traffic patterns and volume. So if the government changes the TV licence rules to cover Netflix or other streaming platforms, it would not be technically impossible for ISPs to identify households using those services and report or disclose that data.
